Inspection reports for P3109 formats

This optional meta module registers #float_info for ExecFloat.P3109. The report reads the closed descriptor and the installed arithmetic and conversion capabilities. It describes the P3109 format and hides the generic codebook carrier that stores its exact-width codes.
